Primary-source documents about the Flock ALPR deployment in Alamogordo. All of these are
public records obtained from the City of Alamogordo or other public sources. Where
possible, we link to the original posting; we also host copies on this site so they
remain available even if the city website changes.

Budget Hearing Workshop Minutes (DRAFT)
This is the most useful document on this page. It contains the only
substantive public discussion of the Flock contract that we have found to date, including the contract
value (~$250,000/yr), the camera count (50–60), the funding split ($100K from
opioid funds, ~$150K from the General Fund), and a direct exchange between
Commissioner Rardin and Police Chief Kunihiro about the cost and impact of the system.

City Commission minutes (Flock-related)
The City of Alamogordo often posts the same meeting minutes under multiple filenames
— an early DRAFT (posted a few days after the meeting), and later a
FINAL version (approved at the next meeting, sometimes with different file
sizes and dates). We host both where we have them so visitors comparing against the

IPRA Request for ALPR Records — City of Alamogordo

Documents we'd like to add
We don't have these yet. If you have them — or know how to request them —
please email us.
- The actual Flock Safety contract between Flock and the City of Alamogordo (public record under IPRA).
- Any data-sharing agreements APD has signed with other agencies (federal, state, county, other municipalities).
- APD's ALPR use policy, including retention period and access controls.
- A list of camera locations (the police chief declined to share the count at the May 2026 budget workshop; a location list would require an IPRA request).
- Any cancellation provisions and termination costs in the contract.

All documents on this page are either:
- Public records obtained directly from the City of Alamogordo (e.g. via IPRA, public comment at meetings, or the city's own website).
- Publicly available documents hosted by a government agency (e.g. nmlegis.gov).
We do not publish documents obtained through private channels, leaked information, or
anything that would identify a private individual.
